ABOUT ARTHUR
Arthur advises institutional stakeholders on the strategic use and valorization of their data assets. His work spans both macro-level approaches—such as his collaboration with the Health Data Hub on data economy models—and more operational initiatives involving the direct use of databases and data portfolios. This includes designing data access platforms, supporting negotiations in industrial partnerships, and building data-driven business models.
A specialist in public policy evaluation and advanced modeling, he works closely with public agencies such as the DGOS (General Directorate for Healthcare Provision), CNAM (French National Health Insurance Fund), and research teams. He notably leads the Veltys–Kéa consortium tasked with evaluating Article 51 healthcare innovation pilots for the French national health system.
As a Partner at Veltys, Arthur leads the firm’s work in the health and energy sectors. He has led several missions in collaboration with regional health agencies (ARS) and the DGOS, helping healthcare institutions overhaul their AFR data processes. In this context, he has supported nearly thirty institutions through in-depth data analysis. In the energy sector, he has worked with major players such as Enedis and the International Energy Agency on forecasting and simulation models.
A graduate of ENS Cachan and ENSAE, Arthur earned a PhD in applied econometrics with a focus on healthcare policy at the Paris School of Economics.
Prior to joining Veltys, he spent four years at the French Treasury Department, conducting consulting and policy evaluation missions—initially on public spending, and later on energy policy.
